The funding of projects with develoPPP Classic is decided within the framework of an open ideas competition. The competition takes place two times a year and is open to all companies that meet the programme's conditions of participation. Applications are submitted directly to one of the two implementing partners: DEG Impulse gGmbH and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

Through develoPPP, the German Federal Ministry for Economic Cooperation and Development (BMZ) supports the sustainable transformation of the economy in developing countries and emerging markets. Aspects of this include ensuring a sustainable energy supply and the more responsible use of natural resources, as well as fair participation for women in different economic processes, fair access to health care services and long-term food security. As part of the develoPPP Classic ideas competition, particular consideration is therefore given to project proposals that contribute measurably to improvement in these areas.

In concrete terms, this can mean:

  • Improving environmental and social standards in supply chains
  • Creating decent jobs and improved working conditions
  • Supporting women and marginalised groups, in particular, with careers and entrepreneurship
  • Implementing measures that contribute to climate change mitigation and adaptation
  • Taking measures to protect the natural environment, for example through sustainable cultivation methods, saving water in production processes, and avoiding and recycling waste
  • Creating access to health care services
     

The decision to grant project funding under develoPPP Classic is based on the results of an open ideas competition. The competition is held twice a year and is open for six weeks at a time. The deadlines for submissions are 31 March and 30 September.

Interested companies have the support of two highly competent and experienced partners in German development cooperation – DEG Impulse gGmbH and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. 

Both implementing partners bring their own individual strengths to the preparation, structuring, and implementation of projects. The selection of the right partner organization therefore depends on both the objectives and the specific design of your project.

Project design and documents

A good application requires a sound project concept. In addition, we need two current, audited annual financial statements from your company. All your documents are ready? Then go to Step 3.
Step 3

Application

You can submit your application during the develoPPP Classic ideas competition, which is held twice a year. The competition is open for six weeks each time at the end of the first and third quarter (15 February–31 March and 15 August–30 September).
Step 4

Initial assessment and pre-selection Duration: approx. 6 weeks *

After the competition is closed, all submitted applications are reviewed based on standard criteria. Within six weeks after the application deadline, your selected implementing partner will inform you, whether your project proposal can be pursued in principle.
Step 5

Detailed concept Duration: individual *

Your application has been selected for further review? Congratulations! Together with your chosen implementing partner, you will now flesh out the project concept and add details.
Step 6

Second assessment and conclusion of contract Duration: approx. 3–4 weeks *

The measures proposed in the detailed concept, including the schedule and budget plan, undergo a final review. A positive review will culminate in a contract between your company and the implementing partner.

The develoPPP Classic ideas competition takes place two times a year. You can submit your application during the following application periods:

1st quarter: 15 February to 31 March
3rd quarter: 15 August to 30 September

Your company must be privately owned, profit-oriented and registered in the EU, a member country of the European Free Trade Association (EFTA) or a country on the OECD-DAC list. In addition, your project must contribute to local sustainable development as defined by the United Nations Sustainable Development Goals (SDGs) and go beyond a mere investment in your core business. Each application is individually reviewed and evaluated for quality using standardised criteria. The implementing partners DEG Impulse and GIZ each assess which of the proposals submitted to them as part of a competition are the most suitable. These are then further developed together with the submitting company. This is followed by a second review, after which – if the evaluation is positive – the final contract is concluded.

A decision on whether or not to pursue a project idea (initial assessment) is usually made within six weeks of the close of the ideas competition. The time required to draw up the detailed concept depends largely on the scope and elaboration of the project idea. The second assessment and the conclusion of the contract usually take up to four weeks. We aim to keep the preparation time between the application and the start of the project as short as possible. Please take into account an estimated period of six months.

The develoPPP Classic funding instrument is deliberately kept open to different ideas and approaches in order to exploit the full potential of private-sector involvement. Each application is therefore reviewed and evaluated individually. In principle, your project idea must combine a long-term business interest with a sustainable developmental benefit in the target country. This means that not only the participating company itself benefits from the direct effects of the project activities, but also the local community. This can be achieved in various ways. With the develoPPP funding programme, the BMZ supports entrepreneurial projects in developing and emerging countries that combine a long-term business interest with a sustainable developmental benefit for the local people. Accordingly, funded projects must also have a positive effect beyond the participating company. Purely commercial funding that serves exclusively to expand the core business is therefore not possible.

With DEG Impulse gGmbH and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, you have two highly competent and experienced partners in German development cooperation at your side to help you structure and implement your project. Both are proven experts in the develoPPP programme and have each already successfully implemented over 1,000 projects with companies. The choice of implementing partner is determined individually by each company and depends on various aspects, such as the respective need for technical support on site.

DEG Impulse focuses on develoPPP projects that are implemented on site largely independently by the partner company; GIZ focuses on those that require on-site technical support and are to be integrated into local networks.
